I have tried admin spawning animals and taming them, those over 40 still don't gather XP. I don't have any adjustments to the NPC levels in the settings and I have set it to not clamp the level on my home server. Nothing seems to work. The max Level on officials is wild Level (After its tamed or Born ) x 2 +30. so if you manage to Breed a Level 120 near its max Level would be 270.
